I think you can self register in most of the wilderness areas, but you might need something in Crater Lake. No problem, as you go right by an entrance station on the way to Mazama.
For resupply, I would suggest buying food in Ashland, Mazama (Crater Lake), hitching into Sisters and buying there, and then making the haul to Cascade Locks. If you can make 30 miles a day (I was in the mid 30s usually in Oregon), then this resupply won't be too hard on you. Also, be aware that good water in southern Oregon can be difficult to get.
