Absolutely!
Unfortunately (I think), our legislative process is BASED on effective
lobbyist.
The PCTA lobbies our state and federal legislators. The Sierra Club is
HUGE as a lobbying group. One of these days we're either going to see
elevators on Half Dome, or EVERYBODY will be banned from climbing it
because that would constitute "unequal access" for those of the disabled
persuasion...

But when the rubber meets the road (or the boots hit the trail?), when
these laws are passed, we as citizens are obliged to comply with them.

Without turning this into a high school civics lesson, I think we would
all do well to maintain our reputation, as PCTA members or hikers, as
models of the outdoor recreational users. Carry you can when you have
to. If it seems like an unreasonable regulation, then we can work on
changing it. And maybe it is unreasonable, but a healthy debate and
consensus and then using our lobbying resources of the PCTA and The
Sierra Club to push our representatives to amend or repeal it.

Just because a significant loffying group is able to pass a law to make 
something legal doesn't mean that it is right, just, logical, sensible, 
or efficient.  It only means that they ahev effective lobbyists.
