[pct-l] Forest Service PCT Maps Sample at Trail Fest

My guess is that producing maps fits the FS's current policy direction:
producing revenue. The maps will be available for sale, whereas
maintenance/repair brings in no cash. 

This is the same philosophy that favors selling trees over preserving
forests.
