My understanding is that Army Pass is more likely to have snow towards the top,
but this is probably less of a problem later in the summer.

I've never hiked Army Pass, nor New Army Pass. But ... in June 1999, one
thru-hiker turned back from Forester Pass because of "too much snow."
...
He attempted to return to Horseshoe Meadows and go into Lone Pine. By
choice, or chance, he was coming down New Army Pass and fell. His body was recovered
the next day.
...
(One other from his party, also turned back that same day, but never caught
up with the first hiker. She came out safely over Cottonwood Pass to Horseshoe
Meadow. Others in his party continued across Forester ... one was rescued that
afternoon by helicopter.)
