[pct-l] mail

It is likely your mail client, Microsoft Outlook. The PCT-L email list does 
not accept attachments, hence the "Ignoring non text/plain MIME parts". 
 From your description, it seems your mail client is automatically sending 
some attachment. I've seen empty attachments from people who use Outlook 
and send me e-mail.

Go through your options in Outlook and ensure you are not sending any 
attachments. It may be contact information or something along those lines. 
I'm not sure, I never used Outlook. It's a security nightmare. I hope you 
have virus software.
