[pct-l] Bear can on High Sierra Route

When I did my 100 mile segment  of the High Route I did not take a cannister.  I had no problems.  The regulations were a little different then.  I think the only worry would be at the lower elevations, and trust me, those don't last long.  I don't know if the rangers might catch you at Cedar Grove at the start, or at Tuolumne Meadows near the end.
