They are looking at it the wrong way. They should be encouraging horse poop.
The county could gather up all that free manure and sell it as upscale
fertilizer to be used by the landscapers for those whining about it. These are
bridle paths used only by horses, right? It's not like hikers have to wade through
it. If you fine them, they will probably comply and all that potential revenue
from horse poop will be flushed down the toilet!
