Not so.  A simple thing called a Class C permit in many states will allow 
ordinary citizens to own machine guns...Nevada, Oregon and Arizona are a few.  
Even the Peoples of Republik of Kalifornia, where I reside, has provisions, 
though they make it impossible in other ways.

To answer another question... A machine gun requires but one pull of the 
trigger to fire as many bullets as the magazine holds.  Most guns that "spit out a 
lot of bullets in a short time" are semi-automatic, meaning every shot fired 
requires a pull of the trigger.
