Yes it is. You might need a CA fishing licence (USD 30 to USD 80 a year).
I have had good success catching trout in streams with only a 20 yard roll
of 4 pound line and a few #14 - #16 flies. (Dip the fly in the stream and
the line will follow.) Weights next to nothing. But for the lakes you
will need a rod.
