[pct-l] Bear Canister info - Inyo NF website link to bear canister regs

A MUCH better question is "For a thruhiker walking thru the zone who does
not intend to camp in the zone, is the canister required" Usually these
'regulations' are based on 'approved storage' laws. The web site implies
that you must have a canister to enter.

Here's a link to the (redesigned for 2003) Inyo NF website that shows when
and where canisters are required for the foreseeable future.  Note that most
of the mapped areas don't include the PCT, but do include trails from the
PCT to resupply points.

I'll look for similar stuff for other forests/parks.  It would also be nice
if they included the citations to the federal regulations that spell out the
authority, penalties, and appeal process, though....I'll submit another
suggestion.
