It is possible and legal to send IsoButane cartridges via the regular
postal service.
It has to be labeled correctly and sent ground only but it is possible.
  Since one
cartridge lasts three to four weeks, it wouldn't be to difficult to
have them sent to
maildrop locations along the way.

It would be great to hear from some 2002 PCT hikers to see if this
worked for
them.  I used the PocketRocket on the AT this year and had no trouble
finding
fuel at the outfitters along the way (which are much more common on the
AT
than the PCT as I understand).
