[pct-l] Bear Hang and Bear Canisters

Most people traveling with bear canisters don't even bother hanging their
excess food. They simply "hope" the bear doesn't get it.

The fundamental problem with the bear canister regulations is that people
simply don't use the canister for all their food. From a human's
point-of-view it solves the problem of a ruined section hike due to losing
ALL food to a bear but it solves neither the problem of bears getting
accustomed to human food nor the problem of bears getting more agressive in
their attempts to obtain human food.
