http://www.fallingwater.com/pct2000/gear/fuelcomp.asp says Esbit tabs are "Methenamine"

http://www.jtbaker.com/msds/m2067.htm says that Hexamethylenetetramine (the stuff listed as the ingredient in lots of other fuel tabs) is another name for the same thing.

It has a flash point Flash point: 250C (482F)

 From reading the regs, it looks like it is OK to mail them.
