[pct-l] Mailing flammables

I can't find the info right now, but check with the local Post Office. I 
believe one can ship flammable material by USPS if properly packed and marked 
as such ... but ONLY by 'surface transportation.'

Your mileage may vary, but your U. S. Postal Service regulations should be 
the same as mine.
