this is even more interesting. Were the Boy Scouts charged with a crime ?
Since Canisters are not required in Lyell canyon and Tuolume(below 9,600
feet) where a lot of bear problems exist.  Do you think a non lethal chase
with a singshot is preferable to having a bear get the food?  At a certain
point, it is about making realistic policies that will eventually resolve
the problem. Bears appear to be getting more aggressive , not less
aggressive.  Is the  Park service tolerating more agression in bears as
well as people. One may be linked to the other.
