[pct-l] Yosemite Tioga Road open... and nothing else

A lot of the Tuolumne Meadows facilities depend not only on the road
being open, but seasonal Park and concessioner employees available to
attend them... which usually doesn't happen until after school is out.
Most of the buildings aren't permanent either, but are canvas tents
that have to be set up anew each summer - including the store and post
office, I think.

But opening the road is the first step.
