The snowpack's water content is about 75 percent of normal, according to
measurements this week by the state Department of Water Resources.

That's up from 50 percent about a month ago, due to a series of storms in
February that helped but did not overcome earlier dry months.

"This will likely be the driest year since 1994. I'd say we have less
than a 10
percent chance of getting back to normal this year," said Bill Mork,
climatologist
  for the department.
