Of course they can. It may (or may not) be the "best" substitution, but it 
is possible.

There are two base fuel tab chemicals available:
Trioxane and hexamine.

Do a search for these and you will get more than you could want to

Esbit and Stansport are hexamine based, but seem to be slightly different
