Elk Lake, OR  is indeed open. This will be the second summer for the new owners who are hiker friendly. They will hold packages but you might want to call and find out their policies. The resort opens for the summer season  on memorial day weekend.  There is still four to six feet of snow on the trail just west of the resort.

I was in the Scott Pass area just north of the North Sister and there is still  six to eight feet of snow on the trail.  This is about four feet less than this time last year.
