Could some of the water have been used by "undocumented persons" traveling
from Mexico?  If so, I'm sure they were grateful to find it and it may even
have saved some lives in the heat.  When Scott and I were near Cibetts Flat
campground we ran into some Forest Service or BLM people who told us about
some "undocumented persons" who had been found dead near the PCT that year.
They apparently died of dehydration.  That year, 1998, was much cooler than
normal.
