[pct-l] User fees

Considering all the discussion of user fees, I thought the list might
appreciate reading some information on the legal challenges that have
arisen.

Evidently the courts and the federal presecutors aren't too happy with
trying to enforce penalties for a test program or demo program.

failing to prosecute but would also allow comment on the fee program as
