[pct-l] golden access passes

Sorry for drifting from the PCT a bit more, but a couple years
ago I visited Mt. St. Helens with some friends.  They had
Golden Access passes, but were told those were no good since
St. Helens is a "national monument", not a "national park".
(why the USA even has this distinction is beyond me!)
The golden access pass was only good for national parks.
Has something changed?
