[pct-l] PCTA Statement on Water Caches

There are a number of things making people unsafe on the trail. Water/food caches are part of the problem. I completely support what Jack has said  I wrote an open letter to the hiking community which will be published in the next Aldhawest Gazette. Please read it and start talking about solutions
