[pct-l] Water Belden to Seiad

I don't know about the water report but when I visited VVR about 10 days ago the water level in Edison lake was rising and was higher then when I visited it by car in June. The change is mostly due to the rains and also from what I heard from a VVR worker Edison electric's decision to hold back water in the system until later in the summer.
