[pct-l] Another idea for trail angels

The recent email thread pointed out the difficulty of getting permits etc to 
establish a hostel in California.  But to toss out a "what if".  Would it be 
possible under zoning laws to charge just for entry to your property. 
Period.  Just go go through the gate.  Nothing else is promised for that 
fee.  Just entrance.  I wonder if that would work...
