[pct-l] Survey about bike use on the PCT

It was my understanding that the PCTA made the decision to keep bicycles 
off the PCT.  Are these surveys old, or are they intended to be used the 
next time the issue is discussed?  I don't want to do them needlessly, 
but I will do them if it will make a difference.
