You don't need a permit of any kind until you hit the San Jacinto
wilderness area unless you want to use a stove, then you need a fire
permit, which you can download at
http://www.preventwildfireca.org/Campfire-Permit/

Be advised, that there are camping restrictions in the heavily used Mt
Laguna Recreation area, otherwise BLM and USFS dispersed camping rules
apply
