[pct-l] Alcohol and esbit stoves.

Of all the alcohol stoves I have tried or use I don't think any are
uncontrolled.  Most are easier to extinguish than canister or white gas, in
my opinion.   but then I build my stoves so I can extinguish them easily.

Personally I would like to know what the BLM regulations actually say and
what the Forest  Service regulations actually say.  Not what somebody
thinks they mean, or what their implied intent is.
