[pct-l] Rescue (was Re: Another missing hiker found)

The other difficulty with a system of charges would be determining who
decides if a rescue warrants billing: which conditions could be classified
as unexpected or unforeseen, and which could be credited to hiker
carelessness or ignorance? I'm a newbie to the trail, and while I have been
researching for years and preparing for months, I still don't feel
confident that all my decisions will be the best possible. I hope that
compassion is blended in measure with prudence and wisdom from those with
more experience.

I agree that, whatever the situation, rescues need to go forward no matter
what the cause. We'd just like to avoid carrying out more than are
necessary.
