Federal laws apply to service dogs, and while there are state laws in some 
places, the federal laws override them regularly when contested.
Also, no licensing identification or certifications are required although it 
does save hassles if your dog is in someway identifiable from a distance as 
people tend not to question what looks like official stuff. Good ID and 
vests are readily available on Ebay.
