[pct-l] ADZPCTKO Campsite Policy

It seems the current year through hikers can no longer be accomodated at
Lake Morena.  Is it time to find a new venue or limit alumni attendance?
Returning alumni don't need the resources the KO provides.  The people that
benefit the most are now asked to leave.  It seems alumni just need another
reunion date or venue.
