Patrick,

Not to sure about that design, I've always used a penny stove.  It uses 
the bottoms of three cans to make (just google it).  The top of the 
stove is the bottom of a can with the burner holes around the outside 
edge like in the eagle scout stove and a larger hole in the center of 
the top to pour the alcohol into, then you place a coin over the hole 
and it allows enough pressurization of the can to get excellent burn 
characteristics.  Normally after you have filled the stove with an ounce 
of fuel, you place the coin over the fill hole and then place a small 
amount of fuel on top to help prime/light the stove.

It looks like with the pop top hole on the top you would not be able to 
get any pressure build up in the burner chamber thus the lack of a 
consistant flame and the alcohol vaporizing but not burning.
