[pct-l] REI changes return policy to return before 1 year

Totally agree with Brick.  Using what wall street thinks is accepted
behavior says it all.  It's to bad we have traded our sense of right and
wrong with its OK if you can get away with it.  I will now step down from
my soapbox.
