[pct-l] Summit Mt Whitney

The lottery for Mt Whitney is now open.  But only get a permit if you want
to enter or exit differently from how Yogi states below.  Below is the link
- you have to create account and then enter info for the lottery.  You also
need an exact date for the permit.
