True if you entry YNP from an adjoining USFS, you don't need a permit from YNP.  It is much easier that way, and the NPS usually charges a fee.  Entered many times from NFS lands.

Since the PCT zig zgs back and forth between Stanislaus and Toyiabe-Humbolt Nationl Forests you can get a pass from the ranger district office in Bridgeport, CA, also.  It is walk in, self issue if after hours. They don't get much traffic in that office.  I have picked up my permit there many times.
Sonora Pass road (highway 108) opened to traffic on 24 April.

There is nothing at Sonora Pass.

There is a ranger station in Pinecrest which issues permits. There may be 
others.
