[pct-l] Fire and smokers

Some smokers are careless. Some just act like the whole world (except maybe 
their house and office) is their ashtray. Many smokers just drop their 
butts wherever they are when they finish the smoke.

At on spot while passing through Vasquez Rocks Park I looked down from the saddle and saw a cigarette laying near the edge of a 3' wide part of the trail. It wad out but it did not appear that it had been put out. There was dry vegetation within inches. That's one way fires are started. Also, even if it is out, it is litter. I'm sure it was dropped by a careless day-hiker.
