One thinks city fire etc are free but backcountry rescue maybe or maybe not. But:
Some cities in California set service fees for fire and paramedic if you were not a resident of their city. There was some question if they could do this and some backed down.
In parts of Arizona, and maybe others, fire and paramedics are provided by a private corporation under a subscription basis. If you don't pay for a subscription they still respond but bill you for their service.
Someone mentioned the exclusions in a SAR insurance plan, being unprepared, etc. Arizona has a stupid motorist law. If you drive into a flooded dip and get stuck or washed away, they fine you. Hmmm...
