How could the PCTA enforce such a code?   There are already laws on the books and the sccubmag trash have already broken the LAW by running out on the bills they incurred.

This could be a situation where taking the law into your own hands is an option (or not), and it could be a situation where those supporting the hikers exercise their "right to refuse service".

But it is almost certainlty not the time to make more rules and regulations to impose on people who have already demonstrated that they will not follow the ones that are already in place.
