The short answer is probably not.
You get to the Rodriguez Truck Trail from Banner off of Hwy 78. The road is dirt and may be rutted, sandy or muddy depending on current conditions. The turn off the highway is not obvious or marked. It is near from the Banner Store and you could ask there if they're open. A high clearance car may make it if conditions are good or you may need 4 wheel drive. There are some steep grades getting to location of the tank.
The access from the desert off S-2 would definitely require 4 wheel drive.
