[pct-l] Oregon and Washington Snowpack

I just checked out the snowpack report for Oregon and Washington--it 
averages 64% of normal for this time of year, last computed on Feb 14.

It will be updated on March 1. A storm just passed over southern Oregon 
yesterday, so this should add to the average.
