The best thing I found for preventing cold toes in cold weather is down booties. I have one pair that I wear ONLY inside my tent or my sleeping bag, never outside.  I was fortunate enough to find them chaep at an outlet store.
 
For warmer weather I wear an old pair of Ragg Wool socks.
