The reason US immigration does not know what this form is, if you hand it
to them,  is because it is a Canadian government form and has nothing to do
with US immigration - it has to do with Canadian immigration.  US
Immigration doesn't really care how you got into Canada, they just are
concerned about whether you are allowed into the US.

Most people getting this permit don't seem to fully understand that it is
from the "Canadian Government" giving you, a non-Canadian citizen, the
permission to enter Canada on the PCT. The "US Government" has nothing to
do with this permission - the US Government will not give permission to
anyone to enter the US via the PCT - even US citizens. Actually the US
Government has complained to Canada about allowing folks to entering Canada
in this way as they consider it insecure.

Unfortunately I foresee no change in the US government policy about
entering the US via the PCT on a preapproved basis as this current
reasonable Canadian policy now allows.  IMHO the paranoia or just normal
bureaucratic tendencies of the US Government are never going to tend toward
reasonableness on this issue.
