I may be off but the Canadian Government recognizes a Canadian portion of the PCT.  It is the 13KM between Monument 78 and the start/end of the trail.  Here is a reference; http://www.env.gov.bc.ca/bcparks/explore/parkpgs/ecmanning/pctrail.html
IMHO - this small portion is part of the PCT.  In fact up until this year the PCTA was issuing permits that included Manning Park for SOBO hikers.  I believe they still do for NOBOs since there is a legal entry process into Canada.

I vote that the Canadian portion of the PCT be included.  And if the community recognized that portion it may add to the argument for a legal entry process for SOBO hikers, just like boaters currently have.

That's unnecessarily complicated. Forget Manning Park - the northern terminus of the PCT is Monument 78. You won't need a Canadian entry permit if you only go to the border. Just park at Hart's Pass and hike to Hopkins lake. (about 23 miles) Next day hike to Monument 78 and then back down to camp at Windy Pass.(about 32 miles).  Next morning hike the 5 miles back to your car. The round trip is only about 60 miles - just three days. Easy, and the scenery is spectacular from both directions.
