That is not a high salary for an executive managing an organization of this
size.  Sounds like a bargain at the usual CEO salaries in private industry.
 Just because it's non profit doesn't mean staff should be paid low wages.
 If she's bringing in the money and volunteers to keep it going and growing
over time, she could easily ask for more, and might deserve it.  If someone
isn't performing that's another story, but it seems the PCT is doing really
good work.
