Hello from a longtime list lurker. You'll load at the beginning of 
Hat Creek Rim, at the 44 cache maintained by the Heitmans just 50 
yards past the scenic overlook. You'll top off at Cache 22 (the next 
through road ascending the rim) and then load again at the creek just 
prior to the fish hatchery. It is not as onerous now as it was in the 
old days before the two caches were established. From the hatchery, 
it's dead flat and lightning fast trail to Burney Falls SP.
