[pct-l] entering canada without permits

I bumped into a lot of SOBO hikers up until I crossed into Canada on
9-17-10, and didn't hear any of them complaining of overly zealous US
patrols.  At Harts Pass however the ranger said that the US ICE agents had
been patroling on horseback doing just what the PCTA reports.  I have no
idea what they really did or didn't do.  We didn't see any ICE agents
ourselves.
