Austin, the link to the Wikipedia page, which refers to "recent problems", was referring to problems in 2006-8, due to degradation of it's satellites.  It goes on to describe how it launched new, 2nd generation, satellites in Oct:

"The first six second-generation satellites were launched on October 19, 2010, using a Soyuz launcher from the Baikonur Cosmodrome in Kazakhstan.[10][11] These second-generation satellites are expected to provide Globalstar customers with satellite voice and data services until at least 2025. Eighteen more satellite Launches are scheduled in February, April and June 2011.[12]
