[pct-l] PCT-L now in forum format

Heh, check out the additional text that just now started appearing on the
footer of each posted message (like, read the very bottom of this one).

It's not like copyright has never before been violated on the internet, but
Scott is technically *in violation of the law* if he continues to reproduce
the PCT-L traffic on his forums.  Each poster retains copyright on his or
her posts and in the absence of agreements with each of them no one has the
right to reproduce them.  The only question is whether anyone will get
pissed off enough to take action over it.
