I really don't think that "put it under water completely" after filling it
with air is feasible. After all, a NeoAir is almost the size of an air
mattress people float around their pools on. A normal sized person simply
couldn't exert enough force to hold it all under water. I would think a more
practical approach is to put a little air in it and then maneuver it so the
air is in a small section that can then be held under the water. Then just
move the air along a bit. That's what I do when my bicycle inner tube has a
pinhole leak.

To find the leak what did you attempt? the best method that I have found for
thermarests in general is to fill it up and put it under water completely so
you can see the air bubbles rising.
