You would still have to prove who opened the package and removed the missing
items. Good luck with that!

One of my prescriptions which I use on the trail is a DEA controlled
substance. If someone else opens a package addressed to me without my
permission which contains this drug there could be additional legal
ramifications. Especially so if I found this drug missing when I got my
package. Other hikers are probably also using controlled substances or
supplies so at best the person (such as the Rainbow Cafe) would at best be
in a very awkward position if the supplies were missing when the hiker got
his package.
My refills of this drug is mailed to me by the VA and I have to sign for
each such package; just the PO saying they delivered it to me is
insufficient.
I am not a lawyer or in law enforcement so I can't comment further.
